The Government has announced its intention to reshape local government across Greater Lincolnshire as part of the ongoing Local Government Reorganisation (LGR) programme.
Under the proposal, two new unitary councils would be created, replacing Lincolnshire County Council and the seven district councils across Lincolnshire. The changes are currently expected to come into effect on 1 April 2028.
What Has Been Announced?
The Secretary of State for Housing, Communities and Local Government has indicated support for a structure that would create:
- An expanded City of Lincoln Council, incorporating the current City of Lincoln area and parts of North Kesteven and West Lindsey.
- A new Lincolnshire Council, covering the remaining areas of North Kesteven, West Lindsey, Boston, East Lindsey, South Holland and South Kesteven.
At this stage, the final names and arrangements for the new councils are still subject to formal approval and legislation.
What Does This Mean for Ruskington?
For residents, the most important message is:
There are no immediate changes to local services or how councils operate.
Until the proposed changes take effect:
- Lincolnshire County Council will continue to provide county-level services.
- North Kesteven District Council will continue to provide district services.
- Ruskington Parish Council will continue to serve the local community as normal.
- Existing governance arrangements remain unchanged.
The current expectation is that the new councils will take over responsibilities from 1 April 2028.
Key Dates
- Later in 2026 – Government expected to bring forward legislation.
- May 2027 – Elections expected for "shadow councils" that will help prepare for the transition.
- May 2027 – Town and Parish Council elections are currently expected to continue as planned.
- 1 April 2028 – Proposed implementation date for the new unitary councils.
What Happens Next?
Councils across Greater Lincolnshire are continuing to work together to plan for the proposed changes and to ensure services continue to be delivered effectively throughout the transition period.
