7 November 2025 - Events Committee - DRAFT
Minutes of the Ruskington Parish Council Events Committee meeting on Friday 7 November 2025 at 9am at Ruskington Parish Office.
Present: Cllr B Harrison (Chairman of the Committee), Cllr Bain and Cllr L Sheldon
In attendance: Kirsty Sinclair (Deputy Clerk & RFO)
No members of the public or press were present.
The Chairman opened the meeting at 9am and welcomed the delegates.
1. To elect a chairman for the ensuing civic year.
Action: The Committee RESOLVED to appoint Cllr Harrison as chairman. Proposed by Cllr Bain, seconded by Cllr Sheldon and approved unanimously.
2. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.
All Councillors were present.
3. To receive declarations of interest and to consider applications for dispensations in relation to DPIs.
None were declared at this time.
4. To elect a vice-chairman for the ensuing civic year.
Action: The Committee RESOLVED to appoint Cllr Bain as vice-chairman. Proposed by Cllr Harrison, seconded by Cllr Sheldon and approved unanimously.
5. To receive an update on the budget and expenditure for events.
An update was received from the RFO.
6. To review the draft Terms of Reference for the Events Committee for recommending to Council.
Action: The Committee RESOLVED to recommend to council the Terms of Reference but the GDPR wording to be double checked. Proposed by Cllr Harrison, seconded by Cllr Sheldon and approved unanimously.
7. To consider how the Council can support an external event taking place at the playing fields on Saturday 11 July 2026.
Action: The Committee RESOLVED to welcome ideas from the fundraisers for potential ways in which the council could support the event. Proposed by Cllr Harrison, seconded by Cllr Bain and approved unanimously.
8. To consider events and fund-raising activities along with proposed dates for recommending to Council.
Action: RFO to research gambling licenses with NKDC so potential lottery fundraisers could be considered.
Action: The Committee RESOLVED to recommend to council dates for 3 events in 2026, to include a duck hunt in May, a Youth Day in August and a Christmas Market in December. Proposed by Cllr Harrison, seconded by Cllr Bain and approved unanimously.
9. To consider any expenditure required for events and equipment for informing the budget for FY 2026-2027.
Action: RFO to research cost and potential location of noticeboards for Elmtree and Parkfield areas.
Action: The Committee RESOLVED to recommend to council to reduce the previously proposed budget of £4100, down to £1800 as some of the items originally budgeted for were not event specific items. Proposed by Cllr Harrison, seconded by Cllr Sheldon and approved unanimously.
10. To agree the dates and times for the next Event Committee meeting(s).
