Minutes of the Ruskington Parish Council HR Committee meeting held remotely on Monday 25 January 2021 via MS365 Teams
Present: Chairman Cllr White, Cllr Cunningham, Cllr Conway, Cllr Tonge
Also present: Kathryn Locke (Clerk)
No members of the public were present.
The Chairman of the Committee opened the meeting at 10.50am
1. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.
All members of the Committee were present.
2. To receive declarations of interest and to consider applications for dispensations in relation to DPIs.
None were declared at this time.
3. To approve as a correct record the notes of the last HR Committee meeting.
Action: The Committee RESOLVED to accept the notes of the meeting held remotely on Monday 11 January 2021 as an accurate record and Minutes of the meeting. Proposed by Cllr Cunningham seconded by Cllr White and approved with 3 for and 1 abstention.
4. To review the amendments to the draft staff handbook supplied by LALC’s HR adviser.
The amendments were approved, but further amendments were required and agreed.
Action: The handbook to amended for approval by Council at the meeting on 26 January 2021.
5. To consider the vacancy for a Council caretaker.
The vacancy provided an opportunity to review and restructure the roles of handyman, caretaker, and environment warden. The Environment Committee were reviewing the grass-cutting arrangements provided by the Council’s operatives and outside contractors, and the Clerk was obtaining quotes.
Action: The Clerk to provide a plan of the work required and recommend the best role for undertaking each task. Cllr Tonge to meet with the handyman when Covid-19 conditions allow to inform the grass-cutting review and mapping.
Action: The Committee RESOLVED to recommend to Council that members of the HR Committee, interview panels and Clerk should undertake the Equality and Diversity online training as provided by Nimble and booked via LALC at a cost of £27.00 each, including VAT.
6. Date for next meeting.
Monday 8 February 2021 at 10am.
7. To resolve whether to exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, to discuss the following legal and contractual matters. Should this resolution be passed, members of the public and press will be required to leave the meeting.
Action: The Committee RESOLVED to exclude the public and press from the meeting. Proposed by Cllr Cunningham, seconded by Cllr White and approved unanimously.
As no members of the public were present the Chairman closed the meeting and re-opened it immediately.
8. To receive an update on the Settlement Agreement following the incident occurring on 25 November 2020.
The executive copy of the Agreement had been posted first-class and tracked to the solicitor on 21 January 2021, at their request.
9. To review the employee’s financial settlement.
The RFO had circulated the figures prior to the meeting. The final settlement amount would be made known by HMRC.
