Notice of a meeting of the Recreation Committee    

Dear Sir/Madam,

I hereby give you notice that a meeting of the Recreation Committee of Ruskington Parish Council will be held on Thursday 18 November 2021 at 7pm at Ruskington Parish Office, High Street North, Ruskington, NG34 9DY.  A public session will commence at 7pm and members of the public and press are welcome to attend and may ask questions or make short statements to the Committee at this time. Due to the venue, please contact the Clerk in advance of the meeting for this to be arranged.  Alternatively you may submit a question or short statement to the Clerk in advance of the meeting. 

All Councillor Members of the Environment Committee are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Agenda

1.  To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

2.  Receive declarations of interest and consider applications for dispensations in relation to DPIs.

Disclosure of Pecuniary and Non-Pecuniary Interests is to be in accordance with the Localism Act 2011.  The need for Disclosure is to be based upon agenda items or at any suitable time during the Meeting when it becomes apparent to a Member.

3. Notes of the meeting of the Recreation Committee held on 23 September 2021 to be approved as Minutes.

4. Finances:

   4.1. Expenditure to date.

   4.2. To review the request for donations from users of the playing fields and facilities.

   4.3. To consider charges for the use of the a) playing fields, b) MUGA, c) pavilion / changing rooms, d) kitchen at the pavilion.

   4.4. To receive quotes for the supply and installation of metal loop fencing at a) Parkfield,

b) Elmtree

5. To receive the Clerk’s report.

6. To receive information on the health and safety audit for the pavilion and changing rooms by Cllr Ditch – (Health and Safety sub-committee).

   6.1. To receive a review of the kitchen facilities in the Pavilion and any requirements that may be required for occasional use, use as a kiosk, or use as a commercial kitchen by Cllr Ditch.

   6.2. To consider the current purpose and use of the pavilion and changing rooms, and how these buildings could be put to be best use. 

7. Following analysis of the public consultations consider the following and any expenditure:

     a) Play equipment for the play areas

     b) Trim trail and exercise equipment

     c) Use of the pavilion and its kitchen as a community café

     d) Dog exercise area on the north field

     e) Additional benches / picnic benches for Parkfield

8.  To consider an extension of Parkfield play area.

9. To review the application to the FCC Environment Fund to improve Parkfield playing area, considering information and quotes from playground manufacturers, and based on the analysis of the public consultations.

10. To consider locations and quotes for the installation of motion sensitive lights at Parkfield playing field to improve visibility and the capturing of images by the CCTV cameras in the dark.

   10. 1. To consider quotes for 2 additional CCTV cameras for the Pavilion (Quotes previously circulated.)

11. To consider a request from the Lions Football Club to serve refreshments from the Pavilion kitchen, following an inspection of the premises by Cllr Ditch.

12. To review signage and bylaws for the playing fields and play areas.

13.  To consider a children’s sports holiday club proposal from an external agency. (Information previously circulated.)

14. To consider a request by a local business to continue to use an area of the playing fields on Sunday mornings from 9.30am to 10.30am.   (Information previously circulated.)

15.  To consider recommendations from the Environment Committee on ways to increase biodiversity and improve the natural environment at Parkfield playing field, as discussed at the working party meeting held on 5 October 2021. (Plant more trees around the perimeter, improve the hedges, sow wildflowers on the strip of soil between the car park and the wooden fence.)

16. To consider recreation projects and expenditure to inform the Council’s budget setting for financial year 2022-2023, based on the analysis of the 2 public consultation surveys for 2021.

17. Delegate/Councillor Reports and items for the next Council or committee meeting.
