Minutes of a Planning Committee meeting held on Tuesday 23 November 2021 at the Winchelsea Centre, 11 High Street North, Ruskington, NG34 9DY at 6.30pm.

1. Apologies for absence.
All Members were present at the meeting.
2. To receive Declarations of Interest under the Localism Act 2011- being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.
None were declared at this time.
3. To approve the notes of the planning meeting held on 26 October 2021 as accurate Minutes.
Action: The Committee RESOLVED to approve the notes as accurate Minutes. Proposed by Cllr White, seconded by Cllr Cunningham and approved unanimously.
4. Election of Vice-chairman for the Planning Committee.
Action: Cllr Trolley was elected as the Vice-chairman of the Planning Committee for the remainder of the fiscal year. Proposed by Cllr White, seconded by Cllr Cunningham and approved unanimously.
5. To consider the following planning applications: -
5.1. 21/0612/FUL: Receipt of amended details: Proposal: Hybrid planning application consisting of: full planning application for the change of use of existing office premises (Use Class E) to use as a single residential dwelling (Use Class C3); and associated works to the exterior to facilitate the conversion & outline planning application for the erection of 1 no. residential annexe and detached garage associated with Brook House (all matters reserved). Location: Brook House 42 Manor Street Ruskington.
This application had now been approved by NKDC.
5.2 21/0612/FUL: Receipt of amended details: Proposal: Change of use of existing office premises (Use Class E) to use as a single residential dwelling (Use Class C3) and associated works to the exterior to facilitate the conversion. Location: Brook House 42 Manor Street Ruskington.

5.3. 21/1727/HOUS. Proposal: Proposed first floor side extension Location: 50 Elmtree Road Ruskington Sleaford Lincolnshire NG34 9FF.
Action: The Committee unanimously RESOLVED to approve this application.
5.4. 21/1609/FUL Proposal: Proposed erection of additional 8 no. poultry units (261,200 bird capacity) with associated infrastructure
Location: Wood Farm Wood Lane Ruskington Sleaford Lincolnshire.
Action: The Committee unanimously RESOLVED to approve this application and supported the comments submitted by NKDC’s Environment Officer.

Proposal: Erection of a single storey front, side and rear extension to create family annexe

7. To consider bus shelters for bus stops in Ruskington. (Funding from LCC can be applied for.) Examples from suppliers circulated prior to the meeting.
Cllr Cunningham had undertaken research into bus shelters and recommended shelters for 3-5 people would be the most appropriate for Ruskington. Prices varied from £2,500- £5,000 per shelter. The manufacturers did not install the shelters, so this would require additional costs.
Action: The Clerk to arrange a meeting with the housing developer, who is required to install the base for a bus stop as part of the approved Lincoln Road housing development planning application, to discuss if the concrete base could be made large enough for a shelter to be sited on. It was hoped the developer would also help erect the bus shelter in this location. The Council would contribute towards its costs. A meeting with the LCC Transport Team officer would also be arranged as required.
The meeting closed at 6.50pm.
