3 March 2022 - HR Committee

Minutes of an HR Committee meeting held on Thursday 3 March 2022 at Ruskington Parish Office at 10.30am.

 

Present: Cllr Ditch (Chairman), Cllr Cunningham, Cllr Conway

Also, present Kathryn Locke (Clerk)

Apologies: Cllr Tonge

No members of the public were present.

The Chairman opened the meeting at 10.30am.

1. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

Cllr Tonge was not present at the meeting and had sent apologies.

Action: The Committee unanimously RESOLVED to accept Cllr Tonge’s valid reason for absence.

2. To receive declarations of interest and to consider applications for dispensations in relation to DPIs.

None were declared at this time.

3. To approve as a correct record the notes of the last HR Committee meeting held on 29 November 2021.

Action: The Committee unanimously, RESOLVED to accept the notes of the meeting held on 29 November 2021 as accurate Minutes.

4. To resolve whether to exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, to discuss the staffing matters.

Action: The Committee unanimously RESOLVED to exclude the public and press to discuss the following staffing matters.

5. To consider the occupational health recommendations for an employee following a video assessment with a nurse adviser.

The advice from the occupational health nurse advisor was contradictory and the recommendation did not relate to the employee’s working practice.

Action: The Clerk to seek advice from LALC’s HR advisor, and a meeting with the employee to be arranged.

6. To receive an update on the post Final Written Warning / Welfare meeting. - Cllr Ditch.

A meeting with the employee, Clerk and Cllr Ditch as the Chairman of the HR Committee had been held at 9.30am on Thursday 3 March 2022. Cllr Ditch had outlined the reason for the meeting, the reason for the final written warning, reiterated the gravity of the situation and advised that any non-compliance could lead to instant dismissal. Performance indicators had been agreed with the employee and they were advised to communicate any concerns or ideas with the Clerk.

The committee were aware of the employee failing to carry out reasonable management instructions on Tuesday 1 March 2022. This had been raised with the employee during the meeting, and a recommendation would be presented to Council at its meeting on 8 March 2022.

The Chairman closed the meeting at 11.50am.
