Minutes of a Planning Committee meeting held on Tuesday 8 March 2022 at the Winchelsea Centre, 11 High Street North, Ruskington, NG34 9DY at 6.30pm.

The Chairman opened the meeting at 6.30pm.
1. Apologies for absence.
None.
2. To receive Declarations of Interest under the Localism Act 2011- being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.
None.
3. To approve the notes of the planning meeting held on 8 February 2022 as accurate Minutes.
Action: The Committee RESOLVED to approve the notes as accurate Minutes of the meeting. Proposed by Cllr Trolley, seconded by Cllr Cunningham and approved with two votes for and one abstention (not present at the previous meeting.)
4. To consider the following planning applications: -
4.1. 22/0104/FUL
Change of Use of Land to Dog Exercise Paddock and Reinstatement of a Vehicular Access
Location: Dale Farm, Westcliffe, Ruskington
Action: The Committee RESOLVED to recommend to Council that this application be supported.
5. To receive an update on the bus shelters and funding for bus stops in Ruskington.
The developer had been invited to attend a meeting with Cllr Trolley and Cllr Lupton.
LCC had advised that no planning permission for the bus shelters was required; they would provide information on considerations and requirements for the shelters and would advise if the grant would be available for the fiscal year 2022-2023.
Action: The Committee RESOLVED to recommend to Council that £2,000 be allocated for the cement for the two shelters, and the RFO to seek funding opportunities for the shelters.
Although not an agenda item, as the information had been received on the day of the meeting, Cllr Cunningham shared information from the review of the Central Lincolnshire Local Plan concerning land off Leasingham Lane which stated:
“NK/RUSK/008 – Land off Leasingham Land (sic) Ruskington - following concerns raised during the consultation in the summer of the suitability of the junction between Leasingham Lane and Lincoln Road, highways officers at Lincolnshire County Council reviewed this including undertaking a site visit and have highlighted that there is uncertainty about whether a suitable access can be achieved at this location bringing the developability of this site into question.”
Action: The Clerk to publish this information in the minutes and on social media.
The Chairman closed the meeting at 6.50pm.
