Notice of a meeting of the Finance & Governance Committee

Dear Sir/Madam,

I hereby give you notice that a meeting of the Finance Committee of Ruskington Parish Council will be held on Tuesday 3 November 2026 at 6.30pm at Ruskington Parish Office, 7-9 High Street North, Ruskington, NG34 9DY. Members of the public and press are welcome to attend and may ask questions or make short statements to the Committee at this time.

All members of the Finance & Governance Committee are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Agenda

1. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

2. To receive declarations of interest and to consider applications for dispensations in relation to DPIs. Disclosure of Pecuniary and Non-Pecuniary Interests is to be in accordance with the Localism Act 2011 and to consider any applications for dispensations in relation to DPIs.  The need for Disclosure is to be based upon agenda items or at any suitable time during the Meeting when it becomes apparent to a Member.

3. To approve as a correct record the notes of the last committee meeting held on Tuesday 7 July 2026.

4. To review the following Polices and agree any amendments for recommending to Council. 

   4.1. The Annual Investment Strategy

   4.2. FOI policy including the Publication Policy and schedule of charges

   4.3. Data/Document retention and agree the next review date.

   4.4. Advertising guidance policy and agree the next review date

   4.5. Scheme of Delegation

5. Finances. (Information circulated prior to the meeting.)

   5.1. To receive the financial report for October 2026, if available, and review the accounts and schedule of reserves at the mid-point of the financial year.

   5.2. To consider/review the arrangements for the mid-year internal audit by an independent auditor. 

   5.3. To note the bank signatories and agree any recommendations for making to Council.

6. To consider the second round of eligible applications for community grants and donations received in FY 2026-2027 and agree recommendations for making to Council at its next meeting.

6.1. To consider correspondence from Citizens’ Advice (Mid Lincolnshire) requesting that a donation to the service be considered for the Council’s 2027-2028 budget.

7. To receive and consider the quotes for the sterile strip around the perimeter of the 4G pitch to prevent vegetation growing beneath the carpet and lifting the carpet and agree the expenditure and preferred contractor for recommending to Council at its meeting on 10 November 2026.

8. To consider the dates for the next committee meetings to commence the budget setting for FY 2027-2028, and to finalise the budget for recommending to Council at its meeting the on 12 January 2027.
