Minutes of a Planning Committee meeting held on Tuesday 12 April 2022 at the Winchelsea Centre, 11 High Street North, Ruskington, NG34 9DY at 6.30pm.

Two members of the public were present.

Public Session: Questions regarding the Local Plan allocation for Leasingham Lane and proposed road works for Leasingham Lane at its junction with Rectory Road were raised and answered.

The members of the public left the building.

The Chairman opened the meeting at 6.45pm.

1. Apologies for absence.

Cllr Lupton was unable to attend the meeting and had sent valid apologies.

Action: The Council RESOLVED to accept Cllr Lupton’s reason for absence. Proposed by Cllr Cunningham, seconded by Cllr Trolley and approved unanimously.

2.  To receive Declarations of Interest under the Localism Act 2011- being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

None were declared at this time.

3. To approve the notes of the planning meeting held on 8 March 2022 as accurate Minutes.

Action: The Committee RESOLVED to approve the notes as accurate Minutes of the meeting. Proposed by Cllr Conway, seconded by Cllr Cunningham and approved with two votes for and one abstention (not present at the previous meeting.)

4. To review the Terms of Reference for the Planning Committee and agree any recommendations for Council to approve.

Action: The Committee RESOLVED to recommend the Terms of Reference to the Council without amendment. Proposed by Cllr Cunningham, second by Cllr Trolley and approved unanimously.

5.  To consider the following planning applications: -

   5.1. Planning Application Reference: 22/0175/HOUS

Proposal: Single storey front extension and loft conversion

Location: 105 Westcliffe Road Ruskington Sleaford Lincolnshire NG34 9AX

Action: The Committee RESOLVED to recommend to Council that this application is supported. Proposed by Cllr Cunningham, seconded by Cllr Trolley an approved unanimously.

   5.2. Application of Proposed Works to Trees Subject to Tree Preservation Order.

Application reference: 22/0392/TPO

Description of works: T1 Ash - crown reduce 1.5m-2m

Location: 11 Whitehouse Road, Ruskington, Sleaford, Lincolnshire, NG34 9TP.

Action: The Committee RESOLVED to recommend to Council that this application for tree works is supported. Proposed by Cllr Cunningham, seconded by Cllr Conway an approved unanimously.

   5.3. Planning Application Reference: 22/0218/FUL

Proposal: Demolition of exiting outbuilding and erection of new office building with

residential flat above.

Location: 18 High Street South Ruskington Sleaford Lincolnshire NG34 9DP.

Action: The Committee RESOLVED to recommend to Council that this application is supported with the following requests that items concerned with planning approval and use of the associated business are applied as Conditions.

a) All vehicles associated with the building of the taxi office, residential flat and any grounds work are confined to the site only. b) Such vehicles shall not be parked in High Street South or High Street North during the construction timescale. c) All taxi vehicles shall operate from within the site and not park at any time on High Street South or High Street North.    Proposed by Cllr Cunningham, seconded by Cllr Trolley an approved unanimously.

   5.4. Application of Proposed Works to Trees Subject to Tree Preservation Order.

Application reference: 22/0418/TPO

Description of works: T1 unknown species - fell dead tree

Location: 40 Manor Street, Ruskington, Sleaford, Lincolnshire, NG34 9ER.

Action: The Committee RESOLVED to recommend to Council that this application for tree works is supported. Proposed by Cllr Cunningham, seconded by Cllr Conway an approved unanimously.

   5.5. Application Reference: 22/0218/FUL

Proposal: Demolition of existing outbuilding and erection of taxi business building

with residential flat above

Location: 18 High Street South Ruskington Sleaford

This was the same application as no. 5.3. above with the addition of the word “taxi.”

   5.6. Planning Application Reference: 22/0242/HOUS

Proposal: Proposed first floor extension, alterations, and new double garage

Location: 17 The Sidings Ruskington Sleaford Lincolnshire NG34 9GA.

Action: The Committee RESOLVED to recommend to Council that this application is supported. Proposed by Cllr Cunningham, seconded by Cllr Conway an approved unanimously.

   5.7. Planning Application Reference: 22/0231/HOUS

Proposal: Proposed dormer window and extend rear dormer window.

Location: 80 Sleaford Road Ruskington Sleaford Lincolnshire NG34 9BS

Cllr Conway declared an interest in this agenda item as he lived in a neighbouring property.

Action: The Committee RESOLVED to recommend to Council that this application is supported. Proposed by Cllr Cunningham, seconded by Cllr Trolley an approved with two votes for and one abstention.

   5.8. Planning Application Reference: 22/0352/HOUS

Proposal: Removal of existing garages and sheds. New single storey side extension

and new enclosed front porch

Location: 8 Priory Close Ruskington Sleaford Lincolnshire NG34 9ED

Action: The Committee RESOLVED to recommend to Council that this application is supported. Proposed by Cllr Cunningham, seconded by Cllr Conway and approved unanimously.

6. To receive notice from NKDC of a planning appeal:

Planning Reference 21/0343/FUL

Appeal Reference APP/R2520/W/21/3292618.

This was for information only.

7. To receive notice of applications APPROVED by NKDC.

   7.1. Application Reference: 21/1981/HOUS

Proposal: Erection of single storey front extension to create entrance porch together with    re-roofing and dormer to rear to create additional living space.

Location: 63 Sleaford Road Ruskington Sleaford

8. To receive an update on the bus shelters for Lincoln Road and funding for these bus shelters.

A meeting with the developer had not yet been held.

Action: The Clerk to try to arrange a meeting again.

9. To consider the review of the Central Lincolnshire Local Plan and recommend comments for Council to consider.

The consultation on the review of the local plan was open for comments. According to D/Cllr Wright, there was no requirement for additional land for housing in Ruskington and no additional properties were planned.

10. To consider any information from LCC Highways regarding planned, or future, work to improve the road junction at Leasingham Lane, Rectory Road/Lincoln Road.

The Head of Highways had advised that there were no plans to improve the junction of Leasingham Lane with Rectory Road and Lincoln Road.

The Chairman closed the meeting at 7.04pm.
