Minutes of an extra-ordinary meeting of the Recreation Committee held on Monday 21 November 2022 at the Parish Office at 9.30am.

Present: Cllr G Cox, Cllr M Trolley, Cllr P Cunningham, Cllr G Conway

Also in attendance: Kathryn Locke (Clerk to Council)

No members of the public.

The Chairman opened the meeting at 9.35am.

1. To receive and accept apologies where valid reasons for absence had been given to the Parish Clerk prior to the meeting.

Cllr Tonge was not present at the meeting and had sent valid apologies.

Action: The Committee unanimously RESOLVED to accept Cllr Tonge’s apologies.

2.  Receive declarations of interest and consider applications for dispensations in relation to DPIs.

None were declared.

3. Notes of the meeting of the Recreation Committee held on 26 October 2022 to be approved as Minutes.

Action: The Committee RESOLVED to accept the notes as accurate Minutes with three votes for and one abstention. (Had not been present at the meeting.)

The Chairman signed the Minutes.

4. To resolve whether to exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, to discuss the following safeguarding matter.

Action: The Committee unanimously RESOLVED to exclude the public and press to discuss the business below.

The Chairman closed the meeting at 9.40am. The meeting re-convened at 9.40am.

5. To consider the correspondence from the Lions JFC regarding an incident at the Pavilion on and agree how this will be managed. (Circulated prior to the meeting.)

Cllr Cox presented a statement, timeline of events and additional information. The Clerk advised that the Lincolnshire Football Association had been in contact that morning.  The code for the Pavilion had been changed and only the Lions had the new code.

Action: The Committee RESOLVED to terminate the hire agreement with a football team with immediate effect. The RFO would refund any fees, as required. The padlock code on the changing rooms to be changed again and a notice applied to the pavilion door to advise that the adult football teams (home and away) could only use the changing room building and could not use the pavilion.

The Chairman closed the meeting at 10am.
