Minutes of a Planning Committee meeting held on Tuesday 10 May 2022 at the Winchelsea Centre, 11 High Street North, Ruskington, NG34 9DY at 6.30pm.  

 

Present:

Also, in attendance: 

Mrs Kathryn Locke (Clerk to the Parish Council) 

Two members of the public were present. 

 

Public Session: No questions were asked.  

 

The Chairman opened the meeting at 6.30pm. 

 

1. Apologies for absence.  

All Committee members were present.  

 

2.  To receive Declarations of Interest under the Localism Act 2011- being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. 

None were declared at this time. 

 

3. To approve the notes of the planning meeting held on 12 April 2022 as accurate Minutes. 

Action: The Committee RESOLVED to approve the notes as accurate Minutes of the meeting. Proposed by Cllr Conway, seconded by Cllr Cunningham and approved with two votes for and one abstention (not present at the previous meeting.) 

 

4. To consider the following planning applications: 

   4.1. Planning Application Reference: 22/0542/FUL 

Proposal: Proposed Change of use to garden land 

Location: Land at The End of Whitehouse Road Ruskington Sleaford Lincolnshire 

Action: The Committee unanimously RESOLVED to recommend that Council object to this proposed application for the following reasons: 

  • The road at the end of Whitehouse Road is joined to a road giving access to a residential site that is subject to approved planning application by NJDC. 

  • The applicant recognises the planning for north of Whitehouse Road, giving the use of the detail presented in the submitted location map TL067-LP-CU. 

  • It is illogical and unviable to have a garden across an access road to a housing development. 

  • It is considered normal to associate a garden with a house or building. neither is presented in this application. 

 

5. To receive notice of applications APPROVED by NKDC. 

 5.1. Application Reference: 22/0104/FUL 

Proposal: Change of Use of land to Dog Exercise Paddock and reinstatement of a vehicular access 

Location: Dale Farm Westcliffe Ruskington 

 

Since the publication of the agenda and before the meeting, notice of another APPROVED application had been received.  

   Application Reference: 22/0175/HOUS 

   Proposal: Single storey front extension and loft conversion 

   Location: 105 Westcliffe Road Ruskington Sleaford 

 

 

6. To receive notice of the following appeal to NKDC Planning. 

Proposed Site at 70 Sleaford Road Ruskington Sleaford Lincolnshire 

Planning Reference 21/1073/FUL 

Appeal Reference APP/R2520/W/22/3297092 

Action: The Committee unanimously RESOLVED for Council to make no comments on this appeal. 

    

6. To receive an update on the bus shelters for Lincoln Road and funding for these bus shelters. 

The developer had advised that they were not able to discuss the proposed bus shelters at this time due to risk assessments and other matters requiring completion, but would contact Ruskington Parish Council when able to meet to consider the shelters.  

Action: The Committee unanimously RESOLVED to review in three months.
