Notice of a meeting of Ruskington Parish Council                             

Dear Sir/Madam,

I hereby give you notice that a meeting of Ruskington Parish Council will be held on Tuesday 10 May 2022 at the Winchelsea Centre, 11 High Street North, Ruskington, NG34 9DY. Please note: this follows the Annual Meeting of the Parish Council which commences at 7pm. Members of the public and press are welcome to attend, and a public session will commence at the start of the meeting for a maximum of 15 minutes. Alternatively, questions or short statements can be submitted to the Clerk in advance of the meeting.

All Members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Agenda

1. Apologies for absence. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

2. To receive Declarations of Interest under the Localism Act 2011- being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

3. To approve as a correct record the notes of the ordinary meeting held on Tuesday 11 April 2022.    

4. Financial Matters (Information previously circulated).

   4.1. To consider approval of payments made in April 2022.

   4.2. To consider approval of the bank reconciliations for April 2022.

   4.3. To consider the quotes for the renewal of the Council’s insurance (due 1 June 2022).

   4.4. To consider the quotes for the renewal of the parish vehicle insurance (due 9 June 2022.

5. To receive an update on the co-option to Ruskington Parish Council.

6. To consider the publicity for the Council and how communication with residents can be improved.

7. Environment Committee - Cllr Conway, Chairman of the Environment Committee.

   7.1. To receive quotes for the installation of 3 information boards at the churchyard and 3 information boards at Horseshoe Hollow.

8. Planning Committee - Cllr Cunningham, Chairman of the Planning Committee.

   8.1. To receive an overview of planning applications, new and approved.

   8.2. To receive an update / recommendation on the proposed bus stops for Lincoln Road.

9. Estate Management Committee – Cllr Conway

   9.1. To receive an update on the plans and planning application for the rear of the parish office property.

    9.2. To receive quotes for: -

        a) the addition of a ramp to aid access to the community garden, if available.

        b) the removal of the raised brick flower bed at the rear of the parish office, if available.

        c) the installation of electricity to the new shed, a fan to the storeroom, and remove a heater from the storeroom.

10. To consider the recommendations by the HR Committee to support Mental Health Awareness Week (9-15 May 2022).

11. Recreation Committee – Cllr Cox

   11.1. To receive an update on the refurbishment of Parkfield play area.

   11.2. To consider the application from a men’s football team to use the playing fields for training in May and June 2022 and agree any fees.

13. To receive Councillors’ reports for information only and items for inclusion on the next agenda. Councillors are requested to use this opportunity to report minor matters of information not included elsewhere on the agenda and to raise items for future agendas.

14. To receive District and County Councillors’ Reports – for information only. (Any items raised for decision will appear on the agenda for the next meeting.)

15. To resolve whether to exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, to discuss the following staffing matters. Should this resolution be passed, members of the public and press will be required to leave the meeting. The meeting will end, and a further meeting of the Council will be convened immediately.

16. To receive an update on the conduct and welfare of an employee following previous disciplinary action.

17. To receive information on a request by an employee and the outcomes of an HR Committee meeting on 28 April 2022 and a meeting with the employee on 29 April 2022 to consider this request.

18. To consider the HR Committee’s recommendation for a new employment role following the retirement of the Environment Warden on 29 April 2022.

19. To consider an apprenticeship for an office junior / office assistance role.
