Notice of a meeting of the Recreation and Environment Committee
Dear Sir/Madam,
I hereby give you notice that a meeting of the Recreation and Environment Committee of Ruskington Parish Council will be held on 4 February 2025 at 6.30pm at Ruskington Parish Office, 7-9 High Street North Ruskington, NG34 9DY. Members of the public and press are welcome to the public session commencing at 7pm and may ask questions or make short statements to the Committee at this time. Alternatively, questions or statements may be submitted to the Clerk in advance of the meeting: clerk@ruskington-pc.gov.uk
All Councillor Members of the Recreation & Environment Committee are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Agenda
1. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.
2. Receive declarations of interest and consider applications for dispensations in relation to DPIs.
Disclosure of Pecuniary and Non-Pecuniary Interests is to be in accordance with the Localism Act 2011. The need for Disclosure is to be based upon agenda items or at any suitable time during the Meeting when it becomes apparent to a Member.
3. To approve the notes of the meeting held on 21 October 2024 as accurate Minutes.
4. To receive an update on the budget and expenditure for recreation matters.
4.1. To receive an update on the budget and expenditure for environment matters.
4.2. To receive the recreation budget for FY 2025-2026 as approved by Council.
4.3. To receive the environment budget for 2025-2026 as approved by Council.
5. To review the Terms of Reference for the Recreation & Environment Committee for recommending to Council.
6. To receive the Clerk’s Report (for information only).
7. To receive an update on flooding, suggestions for flood mitigation measures, and the status of the Emergency Plan.
7.1. To consider correspondence from a Leasingham residence regarding the flood meadow off Manor Street (Horseshoe Hollow). (Letter circulated prior to the meeting.)
8. To receive an update on the planning application for the pavilion (planning application reference 24/1453/FUL)
8.1. To receive / consider an initial guidance paper for the refurbishment of Parkfield pavilion feasibility study - Cllr Ditch (Chairman of the estate management & Planning Committee.
8.2. To consider /agree the next steps and identify persons responsible for conducting any actions in the pavilion guidance paper for recommending to Council.
9. To receive quotes for updating the water tank in the changing rooms and supplying hot water to the showers. (The tank does not comply with current regulations and the hot water only trickles from the showers/ taps possibly due to limescale build up.)
10. To receive / consider the quotes for improving the ground at Parkfield playing field and agree the best way to improve the ground for recommending to Council.

10.4. To consider the requirement for Council staff to undertake the grass cutting and ground improvement, following training, if an external contractor is not to be contracted, for recommending to the HR Committee and Council.
10.5. To consider applying for funding to improve the playing fields and agree the funder for recommending to Council.
11. To receive the Environment Caretaker’s Report (for information only).
12. Cemetery - To receive correspondence from a resident with a request to pre-purchase the ashes plot next to the plot for their late daughter and consider a recommendation for Council to consider at its meeting on 12 February 2025. (Letter circulated prior to the meeting.)
12.1. To consider if cremated human remains can be interred in Sleaford Road cemetery in biodegradable ashes caskets, following an enquiry from Grantham Co-op on 27/1/2025.
13. To consider ways to encourage the allotment holders to use the compost bins correctly following ongoing reports of misuse by Council caretakers and allotment holders. (Non-compostable items are being dumped in and beside the compost bins.)
14. To identify suitable locations for planting daffodil bulbs donated by a resident and who will agree who will plant the bulbs (for example, Council caretakers, community bulb planting session, donate to village groups and clubs.)
15. To consider donating the “Billy Goat” leaf blower to the Lions JFC as this is no longer required by Council and has previously been advertised for sale, with no interest.
16. To agree the locations for the anti-dog fouling posters. (To avoid flyposting, posters to be erected on non-Parish Council property will require permission from the owner of the lamp post or fence prior to installation. Posters have been installed at Council owned and managed locations).
17. To consider the possibility of planting of a large Christmas tree outside the Garden of Remembrance as a permanent structure for recommending to Council.
17.1. To consider the location for a Memorial Christmas tree and any agree regulations that may be required for recommending to Council.
18. To resolve whether to exclude the public and press, in accordance with the Public Bodies (Admissions to Meetings) Act 1960, to discuss the following commercially sensitive matters below. Should this resolution be passed, members of the public and press will be required to leave the meeting. The meeting will end, and a further meeting of the Council will be convened immediately.
19. To receive an update from the Clerk on land to the north of Northfield Road, Ruskington, identified at the Council meeting on 14 January 2025 as a possible location for the Section 106 Public Open Space (POS) claim. This follows the development of housing on land East of Lincoln Road and North of Springfield Road (Flaxwell Fields).
